This link takes you to a story about a NY sanatation worker who broke some fluorescent light bulbs in front of a restaurant and came back an hour later to write them a $300 violation ticket for improper disposal of the light bulbs. He blames the city and says their agents are encouraged to write tickets to increase government revenue. (I'm sure fraud is not what they are "encouraged" to do.)
Thank goodness the restaurant caught him in the act on video tape. My guess was he had a grudge against the restaurant but I read further that he did the same thing to 2 other businesses on the same street.

wonder if that guy gets anything, like commissions, on the tickets he writes. That would give him the incentive to be a dirtball and do things like that.

Regarding tickets: 60% of the money goes to the state budget and 15%-30% goes directly to the police department (or whomever wrote the ticket)...The other percent of the ticket goes to undisclosed places within the state and local government.
There is an "unspeakable" ticket quota in the police field because it helps get more money for the state and stuff. But if you don't make it then it doesn't hurt you in any way because that would clearly make it illegal.
